If we wish to maintain democracy not merely inform, but also in fact,what must we do? The firstthing in my judgement we must do is to hold fast to constitutional methods of achieving our social andeconomic objectives. When there was no way left for constitutional methods for achieving economic and social objectives, there was a great deal of justificationfor unconstitutional methods. But where constitutional methods are open, there can be no justification for these unconstitutional methods. These methods arenothing but the Grammar of Anarchy and the sooner they are abandoned, the better for us.
The second thing
we must do is to observe thecaution which John Stuart Mill has given to all
whoare interested in the maintenance of democracy,namely, not “to lay their liberties at the feet of evena great man, or to trust
him with powers which enable him to subvert their institutions.” There is
nothing wrong in being grateful to great men who have rendered life-long services
to the country. But there are limits to gratefulness.

Earth has not anything to show more fair:
Dull would he be of soul who could pass by
A sight so touching in its majesty:
This city now doth, like a garment, wear
The beauty of the morning; silent, bare,
Ships, towers, domes, theatres, and temples lie
Open unto the fields, and to the sky;
All bright and glittering in the smokeless air.
Never did sun more beautifully steep
In his first splendour, valley, rock, or hill;
Ne’er saw I, never felt, a calm, so deep!
The river glideth at his own sweet will:
Dear God! the very houses seem asleep;
And all that mighty
heart is lying still!
